International agreements adopted by the company

• State Enterprise Navoiyuran SE actively aligns its operations with leading global frameworks to reinforce its commitment to sustainable and responsible resource development. This comprehensive approach reflects the company’s dedication to meeting the highest international standards across multiple dimensions of corporate governance, environmental stewardship, and operational excellence.
• Nuclear Industry Commitments a Regulatory Compliance
As a participant in the global uranium sector, Navoiyuran holds membership in the World Nuclear Association (WNA) and maintains active cooperation with the International Atomic Energy Agency (IAEA). This engagement facilitates expert exchange and ensures adherence to nuclear safety conventions, including the Joint Convention on the Safety of Spent Fuel and Radioactive Waste Management, which was ratified by Uzbekistan in 2008. Annual expert visits are conducted in accordance with Cabinet of Ministers Resolution No. 379 of 31 December 2015 and Law No. ZRU-186 of 11 November 2008, ensuring institutional cooperation with the IAEA on matters of radioactive waste management and nuclear safety.

• Climate and Environmental Framework Adherence
The company demonstrates its commitment to global climate action through compliance with the United Nations Framework Convention on Climate Change (UN FCCC) and the Paris Agreement. These agreements underpin Navoiyuran’s decarbonization targets and support national greenhouse gas reduction commitments. In 2024, the company began developing a comprehensive climate strategy, which is pending official approval in Q4 2025, defining key areas for adapting to climate change and reducing the company’s carbon footprint through scenario-based risk assessments and annual GHG monitoring.
• Comprehensive ISO Standards Implementation
Navoiyuran SE has implemented a robust integrated management system that encompasses multiple international standards, demonstrating its commitment to operational excellence across all business functions. The company maintains certification for ISO 9001 (Quality Management Systems), ensuring systematic approaches to quality control and continuous improvement in all operational processes.
• Environmental stewardship is governed through ISO 14001 (Environmental Management Systems), which provides the framework for the company’s environmental management system, including emissions monitoring, waste management, and environmental planning. The standard was successfully recertified in 2023 following an independent audit by CERT International, confirming the effectiveness of existing environmental processes.
• Occupational health and safety are managed under ISO 45001 (Occupational Health and Safety Management Systems), implemented since 2022 as part of the company’s Integrated Management System covering all production units. This standard ensures systematic risk assessment, hazard identification, and the development of a comprehensive safety culture across the organization.
• An integrated management system policy covering the scopes of ISO 9001, 14001, 45001 has been updated to revision 2 which is expected to be approved in Q4 2025
• Energy management practices follow ISO 50001 (Energy Management Systems), supporting the company’s efforts to improve energy efficiency and reduce environmental impact. This framework has contributed to significant improvements in energy intensity, which decreased from 557 to 520 thousand GJ per tonne of production in 2024.

• Information security is managed through ISO 27001 (Information Security Management Systems), implemented in 2024 following a comprehensive assessment of the enterprise’s information security environment. The system includes processes for defining security objectives, managing risks, integrating control measures, and systematically monitoring security mechanisms. The company successfully completed an external audit and received ISO/IEC 27001 certification, confirming the high level of maturity of its information security system.
• Anti-Corruption and Compliance Standards
While the documents reference comprehensive anti-corruption policies and procedures, including methodologies developed based on Presidential Resolution No. PQ-240 of May 11, 2022, the implementation of ISO 37001 (Anti-bribery Management Systems) and ISO 37301 (Compliance Management Systems) represents the company’s commitment to international best practices in governance and ethical business conduct. These standards provide systematic frameworks for preventing corruption, managing compliance risks, and ensuring ethical business practices throughout the value chain.
• Testing and calibration laboratories
The ISO/IEC 17025 standard is being implemented; estimated date of introduction (subject to passing the audit) : Q4.2025/Q1 2026
ISO/IEC 17025 enables laboratories to demonstrate that they operate competently and generate valid results, thereby promoting confidence in their work both nationally and around the world.
• UN Global Compact Integration
We’ve applied to join the initiative in Oct 2025 and await the decision.
The company has adopted the UN Global Compact (UN GC) principles, integrating human rights, labor standards, anti-corruption measures, and environmental stewardship into corporate policy and practice. This commitment is reflected in the company’s comprehensive approach to stakeholder engagement, environmental protection, and social responsibility initiatives.
• Strategic International Partnerships
Through these international agreements and standards, Navoiyuran has established strategic partnerships with global uranium industry leaders including Orano Mining (France), JOGMEC (Japan Oil, Gas and Metals National Corporation), ITOCHU Corporation (Japan), and CNNC (China National Nuclear Corporation). These partnerships enable effective knowledge transfer, deployment of advanced solutions, and application of sustainable production practices, all grounded in adherence to international agreements and standards.
• Continuous Compliance and Improvement
All implemented standards undergo annual conformity reassessments to validate continuous compliance and improvement. This systematic approach ensures that Navoiyuran’s governance, operational processes, and reporting frameworks meet or exceed international benchmarks, thereby strengthening stakeholder trust and enabling sustained growth in the global uranium market while maintaining the highest standards of environmental, social, and governance performance.
Through this comprehensive framework of international agreements and standards, Navoiyuran SE ensures that its operations align with global best practices, supporting both its commercial objectives and its commitment to sustainable and responsible resource development.
A sanctions compliance policy has been approved and is in effect since 09.2025.
