Policy of SOE “NAVOIYURAN” on long term ecology, environment protection and the rational use of water

This document is a collection of measures to be implemented in the field of environmental protection at the enterprise, and the decree of the President of the Republic of Uzbekistan dated July 14, 2022 “On measures to extract, increase the volume of processing and transformtion of the State-owned Enterprise “Navoiyuran” during 2022-2030″. – In accordance with the Decree No. 319, the long-term ecology, environmental protection and rational use of water policy at the enterprise was developed.

Brief information about State-owned Enterprise “Navoiyuran”

State-owned Enterprise “Navoiyuran” implements a number of measures to ensure environmental safety, preserve the natural environment in production areas, and rationally use of natural resources.

Implementation of ecological policy and compliance of all production processes with the requirements of legislation of the Republic of Uzbekistan in the field of ecology and environmental protection is carried out by the “Environmental protection” service of the enterprise.

The “Plan of measures aimed at environmental protection and improvement of the ecological situation” for 2022 was developed for the constituent units of the State-owned Enterprise “Navoiyuran”, and the relevant state bodies agreed with the local bodies on ecology and environmental protection.

The release of pollutants into the atmosphere,  their accounting records and statistical reports are kept with compliance to the norms of the harmful effects of physical factors also timely monitored. A special laboratory of the Department of Ecology and Environmental Protection of the Navoi Region was involved in order to determine the qualitative and quantitative composition of pollutants released into the atmosphere, as well as to carry out measurements with the involvement of environmental laboratories.

Before making a decision on the implementation of economic activities, the draft of “Environmental Impact Statement” will be developed in order to obtain a positive conclusion from the state environmental expert on the materials for the selection and allocation of land plots for the development of mines included in the “Annual Plan for the Development of Mining Activities” for 2022. Issues of placing orders with developing organizations are being resolved and the works in this direction will be continued in the future.

In accordance with the requirements of the regulation “On State Environmental Expertise” approved by the Cabinet of Ministers of the Republic of Uzbekistan and the list of a number of measures necessary for the organization of the state environmental expertise of the object, the need to hold public hearings is taken into account before the preparation and presentation of expertise materials developed.

It is allowed to carry out economic activities after receiving a positive conclusion of the state ecological expertise based on the results of the review of the projects presented by the experts of the state environmental expertise..

In order to fulfill the requirements of the Law of the Republic of Uzbekistan “On Waste”, works has been organized to obtain environmental certificates for compliance with sanitary standards and regulations in the field of work related to waste, as well as for hazardous waste that must be transported, following environmental regulations.

In addition, rational use of water resources, prevention of unnecessary consumption of water, saving water, taking measures to restore and improve the quality of water, compliance with established water intake limits and water consumption rules, and issuing permits for special water consumption in accordance with the law are under control by enterprise people in charge.

“”Toza hudud” Territorial State Unitary Enterprise organized the removal of solid domestic waste generated in structural units. In departmental organizations, continuous monitoring of the release and discharge of pollutants into the environment, the state of the environment and natural resources is carried out.

State-owned Enterprise “Navoiyuran” takes a responsible approach to environmental protection, labor safety, health of employees and local population in its policy of extraction, processing and sale of natural uranium and rare metals.

State-owned Enterprise “Navoiyuran” undertakes the following obligations, taking into account the risks involved in the organization of works related to production and operations:

  1. Compliance with legislation and other requirements in the field of environmental protection, labor safety and employee health.
  2. Prevention of environmental pollution, injury and illness of employees and residents, reduction of negative impact of production and other activities on the environment, reduction of production risks.
  1. Rational use of natural and energy resources, introduction of modern waste management technologies.
  2. Continuous improvement of activities in the field of labor protection, environmental and industrial safety, achieving and taking into account the requirements of international standards ISO 14001:2015 “Environmental management”, ISO 9001:2015 “Quality management” and ISO 45001 “Ensuring labor protection and technical safety” improvement of the integrated management system and development.
  3. Monitoring the compliance of the contractors’ activities with the requirements of the Enterprise policy in the field of environmental protection, labor safety and employee health.
  4. Provide and create safe working conditions for employees to reduce employee injuries and illnesses.
  5. Improving the skills, knowledge and responsibility of the employees of the Enterprise and subsidiaries in terms of environmental protection, labor protection and employee health.
  6. Conducting public discussions on environmental impact assessment of planned activities, conducting continuous communication with interested parties on planned and implemented activities by placing materials in mass media, corporate newspaper and enterprise website.
  7. Social support of the local population in the places where the enterprise carries out its production activities.

Forms and procedure of environmental protection and rational use of water.

The current long-term ecology, environmental protection and water management policy for the purpose of environmental protection (hereinafter referred to as the “Environmental Protection Policy”) will be applied after the approval of this policy. The company has an Environmental Protection Service.

The Environmental Protection Service uses the documents approved by the Committee for Ecology and Environmental Protection of the Republic of Uzbekistan for each production site within its authority:

  • Limited amount of emissions allowed (AEmA) – the amount of pollutants in discharges per unit of time, forming concentrations above the ground not exceeding the limited allowable quota for atmospheric air;
  • Limited amount of effluent allowed (AEfA) – in order to ensure water quality standards at the control point, the maximum amount of substances in wastewater that are allowed to be separated in the regime specified in this point at the expense of a unit of time;
  • Regulation on waste generation – specific type of waste in the production of a unit of product or their specified amount per unit of initial raw materials.

These ecological norms are developed for a period of five years, and their set is the main document defining the general environmental policy of the enterprise..

Also, within the framework of its authority, the General Energy Department shall ensure the rational use of water resources, prevent water consumption without purpose, save water, take measures to restore and improve the quality of water, observe the established water intake limits and water consumption rules, in accordance with the procedure established by the legislation of the Cabinet of Ministers of the Republic of Uzbekistan issues permits for special water consumption rate based on its decision. In this case, a single permit is issued when groundwater is used for special use or for special consumption.

Persons responsible for environmental protection and rational use of water, as well as for its control

  1. Responsible and reporting departments:

 – Head of the Environmental Protection Service (A. Khayitmuratov), on environmental protection;

– Chief Electrical Engineer of the Energy Department (B. Rakhmatov), on keeping accounts and record of rational use of water.

  1. Controlling and monitoring departments:

– Department for implementation of ESG principles and creating development strategy – (S. Murodov);

– Department for increasing operational efficiency – (Kh. Abduvaliev).

At the end of every quarter, the environmental protection service must provide general information on environmental discharges to the environmental protection control departments based on ecological standards.

In addition, in this direction, training of employees, formation of knowledge and skills in environmental protection and organization of educational and practical courses, new methods of land reclamation, introduction of foreign experiences on underground and surface resources, methods, standards and technologies to prevent atmospheric pollution should be carried out.

The final part

This policy applies to all structural divisions of the enterprise, taking into account the development of goals and objectives in the field of environmental protection, labor safety and employee health, and is the basis for planning and implementing any type of activity.

Also, the General Director of the enterprise has the right to make changes and additions to this environmental protection policy if found necessary.
